I use my iPhone wirelessly with CarPlay, but when I’m at the house and the car is parked in the garage, my phone will connect to EV play and turn on announcements and notifications on my phone and cause Internet issues. How do I prevent my phone from connecting to EV Play unless I’m in the car?

When you exit the vehicle and it begins to go to sleep after a few minutes, EV Play too will shut down it's main computer. If your phone remains connected, either EV Play is not hooked to power properly (check to make sure the power leads are not swapped), or, there is something keeping your vehicle awake like proximity lock.
Hey, I'm having this issue as well partly because my garage is next to to the living room and hallways. Is there a way to prevent this from happening?
I am having the same issue
Everything else is great, but it connects to CarPlay when I am inside the house
I’ve had a similar experience. Any time I’d walk near my garage, my car would wake up and then connect to CarPlay. I didn’t want to sacrifice proximity lock/unlock so I went with a different solution.
I created a management profile in Xcode basically saying keep my home and my car WiFi son auto join, but set a preference to my home WiFi. So when I’m at home it will always prefer the home. But when I drive around the corner and loose range, it automatically hops over to the car (evplay).
still working out some minor kinks but it seems to work well. I might need to import a cert from my MacBook so the profile is signed. But that’s just a personal preference.
EV Play is set to sleep when your car sleeps, but if you have proximity lock on and your phone is in range of the vehicle, then you are going to wake your Riv and thus EV Play. Folks probably don't want to hear it, but your Riv is like a newborn - if you keep waking it up while its trying to sleep, it is going to be cranky. Seriously though, it's not good to keep waking your car unintentionally. It's also a battery drain for no reason and thus waste of $$.
